Check the smoothness of the throttle plate itself by opening it by hand.

1) If you feel it is sticking, you can use some penetrant (like PB Blaster or WD40) to free it up the linkage if it was rust causing it to stick (the spring on the throttle often rusts and causes it not to open smoothly).

2) You should also remove the intake tube and clean the inside of the throttle body with some carb cleaner and an old toothbrush to make sure it wasn't carbon buildup causing it to stick.

3) Finally if this does not help free up the throttle body, you may need to find a used one for replacement (they come up on ebay all the time).

4) If you find that the throttle body opens smoothly when manually opened, the problem may also be your throttle cable, in which case it should be replaced.
