Was up playing in the snow last weekend, and the inside of the cab on my 4runner was more than a little snowy. That night, I went to retrieve something from the beast around 11pm (sub-freezing) and my power locks just flat ignored me.
The next day I was driving home, and as the beast warmed up, the locks started having an epileptic fit. For about an hour, they'd randomly pop up, down, up, up, down, etc. They're behaving now, but I have to admit is pretty amusing having my 4runner trying to send morse code to me!

Does any of the power lock wiring run under the door sills? That's the most likely place I can think of for a water-short.
