Im trying to determine the major differences between the VF2A transfer case (specifically in the 98 4Runner) vs the VF3AM that was adopted in the 99 Limited models.

This is a quote from http://www.top4runners.com/ja/runhist31999.html

5. Transfer
On the limited grade 4WD model, a VF3AM transfer, which is based on the VF2A transfer and contains a center differential mechanism, has been adopted. This VF3AM transfer is a multi-mode 4WD transfer that offers the advantages of a part-time 4WD that switches between 4WD and 2WD mode as necessary, and of a full-time 4WD that excels in driving performance.

Can anyone explain in laymans terms for me? I have a 98 Limited and my good friend has a 99 Limited

One the 96-98 Lmited models with the push button, whe you pushed the button your center diff locks striaght into 4WD.

On the 99-00 limited modles when you press the button part-time the center diff only enages into 4WD when needed, but then when you pull back the stick you lock the center diff to give you full time 4wd.

So the difference is that on the 96-98 are straight shift and already lock into 4WD when you press the button.
On the 99-00 T-case, it is J shift pattern, and there are probably me comupters and sensors invloved to have the part-time 4WD work

So my understanding is that the 99-00 is more of a glorified AWD when the button is pushed? Then once the lever is moved further it becomes a full 4wd - either in HI or LO

pretty much it works as follows

Push Button : Part-Time 4WD Center Diff Locks When 4WD is Needed
Pull Stick Back : Lock Center Diff - in True 4WD High
Push Stick to Side and Up One : Neutral
Push Stick Up All the Way : 4WD Low
