My wife and I shop at Raleys and Safeway. If you spend a bunch of money you get money off their gas. I'd say between 15 and 25 cents per gallon. We have Raleys and Safeway gas stations right near our house and ones on our commute. If all else fails there is always Costco.

We've got a local chain here that gives .10 off per gallon for every $50 spent in the store. This also includes gift cards (which is awesome).
I bought a computer for someone recently and bought it with gift cards for Best Buy. I was under $.50 a gallon for that fill up (they allow up to 30 gallons). You aren't supposed to, but I had both of our cars back-to-back at the pump so I could use the full 30 gallons. :D

From what I understand, Safeway's system is about to change, but currently they give you a 10 cent credit every time you spend over $50. At Fred Meyers (don't think you have them in Cali) They give a 10 cent credit every time you accumulate $100 in purchases on your club card.
The best value of the two depends on if you routinely spend just over $50 dollars each trip. If you're not going to spend over $50, go to Fred Meyers where at least you'll still get credit for your purchase. If you're going to spend over $100, either spilt up your loads and pay twice or just go to Fred Meyers.
Now, that being said, my wife just told me Safeway is changing it's policy to something similar to Fred Meyers, where it's cumulative but the bar is now at $100, but she said you can use multiple credits at the same time, so you could get 20, 30, 40 cents off.
I've also heard it works well to by gift certificates to use for gas because they give you a discount when you buy the gift cert AND when you spend it.
I've not seen all the info yet though.
