Does anyone know if the flasher on a 2002 4Runner can be replaced with an aftermarket one that supports LEDs (doesn't hyperflash on low AMP draw)?

Replace the flashing relay, when I did that on my 91 it cost me about $7. It was referred to as a heavy duty for adding trailer lights.
It also only had 2 prongs instead of 3.
Just go to you auto parts store and ask.

Yeah I know about that.. I was hoping to avoid modifications and use a direct replacement solution like those available on V-LEDS.com which gives the accurate compatibility list of "newer Toyota/Lexus vehicles"

i got load resistors from v-leds they work great and simple to install

I'd just install some resistors. I think BruceTS posted about it last year.

I've added an aftermarket flasher unit on my '02 for my LEDs. It allows my leds to operate perfectly.
Just remember, these units are also responsible for the audible "tick-tock, tick-tock" sound you here every time you flip your turn signals on. As far as this audible chime is concerned, this particular aftermarket flasher unit is not as precise as the oem one. Meaning, on occasion, this one will sound one additional "tock" after my turn signal switch is turned off. Doesn't happen every time, but it does happen. I almost don't even notice it any more. Other than that, it works great for my leds.
Oh and one more thing - immeadiately after I installed this particular aftermarket flasher unit, it made a very fast, low audible "tick-tock, tick-tock" for about 2 mins. After that, it never did it again. Has not done it since either.

I bought the unit listed for the "japanese" model (makes sense right), but when I tried to install it, I noticed the pins were not in the same location as my oem one. So I returned it and ordered the one that matched my pins. That one just happened to be part # CF13GL-02 instead (the German/European model...go figure.) Installed that one and it's been working ever since.

Thanks very much for the ideas... I don't mind the resistor idea, I was just looking for a more elegant solution. I will probably do it along with a crystal corner and turn signal lens swap.
Next project I will try after this though is modifying the marker light housing to accept a different bulb so I can use the V-LED dual color bulbs to do marker and turn signal indication.

if your wanting your corner lights to flash just cut the ground wire and ground it somewhere then take the ground wire from the back of the plug and run it to the turn signal wire

Oh I have no problem activating it, the light in there now isn't supposed to flash, I just need to put a socket that will accept a dual color light from V-LEDs so I don't have to have a second bulb in there, which will help reflectivity.. it won't be done until I get clear corners for the rig.
