Whats the fan for under the front passenger seat?

What exactly does that fan do? The one thats under the front passenger seat. :headscratch: For the past 3 days it seems like it is constantly on all the time. I never heard it before. I noticed the fan sound after a drive through a touch free carwash....probably irrelevant but wierd. Theres also like a hole or vent behind that fan where the rear passengers feet would be. I dropped a french fry in there while cleaning once, where did the fry go?
