00 Honda 400ex steering issues

I picked up a used 400ex in decent shape the other day, couldnt take it for a test ride at the guys house in the burbs tho.

Rode it around on some local trails with my friends and I noticed that its incredibly hard to steer it. Gave it to my friends to try and they agreed.

Moving or stopped its very hard to turn the wheels, and it makes this squealing noise where the handlebars connect to the shaft. Also it seems to be slightly rubbing the plastics by the handlebars. I think the steering shaft is bent-would this be possibly correct?
