well youre also not suppose to go above the speed limit, but im hard pressed to find people traveling 65 on the freeways here, hell even 70 is rare. no one gets pulled for that kind of stuff. unless you stick out, youre probably fine. just make sure someone else is going faster than you, and you are probably ok. i honestly dont think they care about stuff on the windshield.

Cops call it fishing, when they pull you over for suction cups, plate lights, brake light, no mirror, mud flaps and other trivial crap. 5 times out of 10 they find a much bigger ticket like drugs, no insurance, warrants, etc.. My father-in-law, being a deputy, gives me good info, and yes he drives around with a suction cup GPS in his camper.

Suction cups are illegal here in Kali. Period.
Paragraph (a) is referring to a video signal (ie: they don't want you entertaining/distracting yourself while driving.
Paragraph (b) is just saying that a GPS is not entertainment but an enhancement and can be mounted in front of the rear of the front seat. It is saying it is okay to have one visible to the driver. It is NOT saying that you can mount it to the windshield.
The TomTom 920 I purchased this week specifically quotes the CVC you mentioned and says it is illegal to mount it to the windshield.

California Senate will be voting on Senate Bill 1567, which would "add an exemption for the use of a seven-inch GPS screen mounted on in the lower corner of the passenger-side windshield or a five-inch screen on the driver's side".
Not sure when this will happen but it's in the works.
