    That is a really good idea. They took the Pals system from the military load bearing equipment and made it a hard mount.

    I imagine you could buy that rack and cut it to fit a 3rd gen interior also. The system is designed to be able to configue the bags any way you want them on the webbing/rack.

    One problem the 4runner would have is since it's a lift gate instead of a swing gate, it wouldn't be as convenient to access the pouches.

    Very true.

    I wonder if it could be cut down/trimmed and fit on the gas tank side interior panel, since the other side has the built in hatch already.

    Or if you attached it to the lift gate and hinged the rack at the top with a latch at the botton side so when you lift the gate you could pop the latch and let it swing down into the verticle position again.
