for the money you are better off going to true hids these days. although the beam pattern would not likley be good or plesent to oncoming trafic with the 4runners optics. afaik all higher output bulbs are also short life bulbs and expensive like the ones you have listed. i ended up going to 80/100 watt offroad bulbs. this is not street legal of course but my headlights aim down due to the lift i run. it a lower cut off point then stock bulbs. you can always check to see how many volts are at your bulbs. depending on your voltage you might get a good boost from just a wiring harness upgrade
I've got the new Silverstar Ultras and they are much better than the 10 year old stock ones I replaced.

i love my HID's. and kits can be found for 50 or so dollars. 220 if you want the really super good ones (although im not sure as to the exact difference)

i have an offbrand. my particular bulbs are OK, not great. one is a slightly different color than the other due to mismatched ballasts because one failed at pismo last year.
for you, HID's are pretty ok with the clearer lenses of the 99+ headlights.

you will want the 35W, H4 (hi/lo is a nice feature to have, worth the extra 20 dollars), 5000K bulb color will best resemble a stock light, 6kK will be a little more "white" or blue.
i dont think you need any of the other options like the harness. it should just plug and play.

I've been running the IPF X4 or 4X Super Low beam for a few years now, there is a 2 year warranty and ARB has been kind enough to replace them twice so far due to premature burn out.
