Yes Vimeo is better for HD IMO, and yes they're more lax about music in your videos. But, the free account you can sign up for is limited in the amount of uploads per week, and they nag you about upgrading here and there.
Overall, I like Vimeo a lot and do actually prefer it to YouTube from a video editor's standpoint, although YouTube has the whole free thing going for it and now it supports 1080p too...

Vimeo uses a more glitchy flash client.. iv had a harder time getting it to load on more computers than youtube. youtube just tends to load easier.
that being said, i have almost no uploading experience with either..
